The District's Executive Management Team consists of the following functional areas: Operations/Emergency Medical Services, Administrative Services, Emergency Communications, and District Counsel/District Clerk. Each area is overseen by a senior manager who reports directly to the Fire Chief or, for the District Counsel/District Clerk, to the Board of Directors. This team of individuals has the day-to-day responsibility of overseeing all aspects of District services and activities. The senior managers attend all meetings of the Board of Directors. The Organization Chart diagrams and provides further information on the relationship between the elected Board of Directors and the various ranks and positions of the District.
Fire Chief
Paige Meyer is the San Ramon Valley Fire Protection District's Fire Chief. The Fire Chief, appointed by and accountable to the Board of Directors, serves as the Chief Executive Officer and is the highest-ranking officer in the District. The Fire Chief is responsible for aligning District managers with the vision of the Board by developing and implementing appropriate management processes to accomplish the goals of the District's Strategic Plan and other key documents. The Fire Chief also serves as the Treasurer of the District and is responsible for developing the Annual Operating Budget and implementing the Business Plan and financial policies established by the Board and the San Ramon Valley Fire Protection District Financing Corporation.
Operations/Emergency Medical Services
The Emergency Operations and Emergency Medical Services Divisions are managed by Deputy Chief Jonas Aguiar.
Operations is responsible for providing a coordinated and organized response to Fire Suppression, Medical Emergencies, Hazardous Material incidents, and Technical Rescue. The suppression Battalion Chiefs and the Training Chief report to the Deputy Chief of Operations. The Training Division is responsible for developing and implementing an effective District-wide training program that teaches and supports the safe and appropriate actions of District personnel.
The EMS Division is responsible for providing leadership and operational support for the District EMS program by providing appropriate systems, processes, and performance measures. This Division also provides for the ongoing professional development and continuing education of District paramedics and EMTs. The EMS Division ensures compliance with the Contra Costa County Ambulance Contract, and all applicable Federal and State laws.
Administrative Services
Administrative Services are managed by Interim Deputy Chief Chris Parsons and include the Human Resources, Technology, and Fleet Divisions.
The Human Resources Division is responsible for recruiting, employee relations and communications, personnel policies and procedures, classification and compensation, labor negotiations, workers' compensation, employee record keeping, benefits administration and risk management oversight. The Human Resources Division acts as an advocate for both the District and its personnel.
The Technology Division is responsible for supporting and securing all information systems, communications networks, and equipment. The District is a member agency of the East Bay Regional Communications System Authority (EBRCSA).
The Fleet Division manages the oversight of procurement, maintenance and all repairs of apparatus and vehicles.
Emergency Communications
The Emergency Communications is managed by the Director of Emergency Communications Denise Pangelinan. The San Ramon Valley 911 Communications Center processes all incoming emergency and non-emergency calls-for-service and dispatches Police, Fire, and EMS. The Communications Center is an Accredited Center of Excellence by the International Academies of Emergency Dispatch (IAED) for Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD). Dispatch personnel follow the Peace Officers Standards and Training (P.O.S.T.) for Public Safety Dispatchers and adhere to all 9-1-1 State of California Standards.
Finance
The Finance Division is managed by Chief Financial Officer Davina Hatfield.
Finance is responsible for financial policies, cash management and investments, accounting and budgeting, accounts receivable/payable, payroll, purchasing and fixed asset programs.
District Counsel/District Clerk
The District Counsel/District Clerk is Stephanie Brendlen, Esq.
Accountable to the Board, the District Counsel/District Clerk is the legal advisor of the District and liaison between the public and the District. In collaboration with the Board of Directors and in partnership with all members of the organization, the District Counsel/Clerk provides support and ensures the District’s compliance with the law. The District Counsel/Clerk is also responsible for implementation and management of policies established by the Board of Directors.
