Pre-Incident Plans

    Pre-Incident Aerial Survey.

    Our District, in partnership with the City of San Ramon, the Town of Danville, and the San Ramon Valley Unified School District, developed and maintains a comprehensive set of aerial photo-based pre-incident planning surveys for routine planning and emergency response use. These plans are also designed to create a common operating picture for police, fire and other allied local and regional agencies when operating jointly. Such use sets the stage for a more coordinated and cohesive response to events involving critical infrastructure sites and values at risk within our community. Firefighters visit these site and thoroughly review the associated plan twice each year.

    The surveys include detailed annotated information of use and interest to emergency planners and first responders across broad incident types. For example, the surveys are designed to be equally useful for a police response to an active shooter and a fire response to a structure fire. Each of the partners utilizes the plans in different yet compatible ways. The plans are also specifically designed to facilitate effective unified command on multi-jurisdictional incidents. This synergistic approach improves the quality of the plans for all partners while reducing expenses and staff requirements for each.

    The cost of the program is shared across all partner organizations. Using aerial photography has proven to be very cost effective in comparison to previous methods that involved translating the physical buildings and surroundings into a finished picture using drawing and drafting skills and then redrawing the information gathered in the field into an electronic format utilizing a computer-based design tool.
